This past weekend I replaced the power steering fluid reservoir, the hose from the reservoir to the pump, and the clamps on either end of that hose. I also cleaned up the serpentine belt and pulleys with Simple Green. So far everything seems good. There are no more signs of power steering fluid spraying - previously I would typically see it on top of the power steering pump, on top of the ECU box, and on top of the upper coolant hose. I did notice a very slight amount of dampness just underneath the lid, but not enough to concern me.

I can't tell if this has solved the issue with the belt slipping, because I haven't driven through any water since I first posted - the weather has dried up so there's not much standing water to splash through. :-)

I have been using Pentosin CHF 11S fluid, which is normally a very bright green:

I noticed that the fluid I drained was fairly dark. Is this normal or a cause for concern?

We got a nice rainstorm today, so I had a chance to test this. I got a brief "El. Power System Service" message on the dashboard when I splashed into a puddle at a stop light, but I didn't notice much of a disruption since I was stopped. There wasn't any sign of the belt slipping as there was the last time this happened before replacing the reservoir and cleaning up the belts. So maybe it has helped.

I haven't had a chance to check for bare wires (other than a cursory inspection when I was replacing the reservoir), but my feeling is that the previous issue was more due to water hitting the belts and pulleys and causing extreme slippage due to the transmission fluid contamination.
