Got a new pump gasket and some petroleum.....any suggestions on install.....i may have over tightened the last one i was useing oil filter pliers.....

the gaskets dont go bad, just check the tank nut didn't expand after install and that it is tight.( gas causes them to swell) tap on it with a wood dowel all around. make sure its not cross threaded. You can't over tighten them. the fins would break off first. as a test you can just plug the EVAP line off the intake tree and see if it runs better. you are right that petroleum jelly helps lube the nut. You can try to get a pressure test off the fuel rail with an old tire gauge to test the new pump. (use Bosch next time). if its only 25 pounds it won't run right. same with 50 pounds. the computer can cope with between 25 and 50.
HELP still wont rev over 3000 unless a smash on the gas!!!!!!!!ok nut is tight no leaks....no warning lights on dash. Ihad a yellow tag etm that I put a spacer on then I installed a used one...with the diff etms the car ran the same... maf is new and reading 4.5 g/s after warm and at idle...idle air temp sensor new,colent temp sensor new,switched out fuel pumps, new plugs (volvo) i hook up a fixed car moitor to it and after reseting the computer the car started out with stft at up to +9 ....ltft at -.78.. then as I strat to drive the ltft will rise all the way up to 19+% only that hight after being on high way...I noticed that after I rev the engine and hold it at like 2500 in park then let off the oil pressure lihgt will flash on then off.. the rpms drop aswell to like 6000rpm(oil pressure sensor is new aswell)....is it an oil pressure issue.. I am strongly concidering doing the supm gaskets and o-rings( would this couse my problem?..O-Rings... I AM GOING CRAZY AND BROKE AT THE SAME TIME TRYING TO FIX MY VOLVER I want to fix it all back up the body and frame are all in realy good shape. Just need to get it driving right first!!! OZARK LEE ANY BODY PLEAS HELP

Measure your fuel pressure at the rail, it has to be in tight spec
You have either a fuel delivery or a massive intake leak somewhere. You have to systematically follow the induction, remove each piece, inspect with flashlight and smoke, reclamp nice and straight. You won’t see problems while still on the car.
Fuel pressure measurement will confirm PEM and fuel pump are good

The fuel pressure should be: 375-395 kPa (54.4 - 57.3 psi).
If it is with in spec at idle, rev the engine and see if it drops out of spec.
Are you sure the whistling sound is not coming from the exhaust system?
Peek in the tail pipe, make sure some vandal did not stuff a potato up the tail pipe.
Hold your hand over the tail pipe, good flow?

Flow is good (no cat)and yes sounds like maybe coming from j hose at breather box.....its a loud wissle after I press on peddle starts at like 2500 some as my max rpm at the moment....I may have also found a leak in gas line.....only when pressure builds

Bad idle and won't rev over 3,000rpm??
Forget the Sacer sensor install. It addresses only one of about 10 failure points on those throttles.
