Yeah the under engine splash pan is in place, never ran without it.
No PS fluid leaking near the computers.
I've done the best I can to check every connector/plug/ground I can find and haven't found any signs of corrosion anywhere else. Including all the connections on the CEM.
The plastic box cover for the EMC/TMC had 1 broken clip closest to the fender allowing it to flip up easy and 1" of it's rubber seal was missing. And the EMC it self is just a metal clam shell with zero seal. So I'm guessing water just splashed in past the lid seal. You can see signs of where water has run down the outside of alum plate on the ECM.
I ordered a new plastic lid for the ECM/TCM box.

The ECM is a critical car component. I don't see what you would gain and expect that every other system would try to prevent the car from starting and setting faults.

No, the engine would probably not fire up and maybe not even crank
