Did the cam cover get a coat of paint, or is that just what it looks like super clean?

No paint, that’s what it looks like when it’s cleaned. Think my machine shop uses some kind of water steam box.

From what I've learned recently, sand or media blast leaves aluminum dull grey with some texture, vapor blasting gives it a bright clean color with a bit of smooth sheen like yours.
