Should the front shock covers be loose or clipped in place

Should the front shock covers be loose or clipped in place

Should the shock covers be loose like in the pic or should there be a cable tie or similar holding them on to the lower part of the shock? It appears to be the same on both sides of my 2013 XC90.

Once the weight of the car settles on the spring, you'll see the bellows drop down to cover the strut base (you can see where the bellows base rubs against the strut in the photo).
