HVAC fan stuck on low setting

Just as the title says, the fan speed is stuck in a low position. It’s either notch 2 or 3. If you try turning it up, it’ll go from 3 to 2 then back to 3.

Before I go any further, does this sound like the blower motor resistor or something else?

Does the fan speed up when using defrost or when turning all the way to hot or cold on the Auto-setting?

Could be bad HVAC panel too.
If you have a spare HVAC panel (? From junk yard), swap it to diagnose the problem...
