Strange "refill spout" on my Volvo s40

Hello, I'm on this forum today to ask what this "refill spout" or whatever it is, is doing on the bottom portion of my bumber? As you can see the bottom part of the radiator behind it.

That's wiring of some sort.
Perhaps for foglight.

Temp sensor for ambient temp and the harness for it is not tucked behind like it should be. push the harmess with the corrugated wrap on it up and behind.

You can push and bend quite a bit without worrying about damaging the wires inside.
