Arrived at work too early. I've been sitting in the car listening to a podcast and reviewing wiring diagrams. I've traced the pathway between fuse #1 and the ignition switch. Relay #106 is between those and I'm getting a 0.6V drop between the battery and that fuse
After work I plan to open the fuse box and inspect that relay. I'm not sure why there is such large drop in voltage but my parts car should some extra I can troubleshoot with. Maybe the contacts need cleaning. Who knows.

Unfortunately no. Scarlett is now old enough to only require safety inspections every year. So no more emissions testing for me. I just kind of forgot about it and moved on with my life. I'm sure it's a wierd ecu problem but oh well. Why? You got one with dementia now too?

This was originally a thread to diagnose why my car loses all emissions readiness at every startup. I never figured it out but it doesn't matter since I don't have to do emissions testing anymore.
