Roof Hatch Guide Rail - melted goo on end cap

Bought a new OEM roof hatch guide rail, r.h.
PN 9159880
Both ends of the metal rail have plastic end caps.
On the rear side, there is black goo all over. It seems to have melted the plastic storage bag as well. Seems like an overdose of solvent used to glue the cap to the rail?

Should I return this or try to clean it off with ... some kind of solvent?

With this type of issue it is always best to post picture(s). It is hard to visualize what you are asking as it may be ok as a sealant.

Vidualize highway tar. As if it was used on the plastic end cap & then shoved into the rail. Except its got a large glob on side of the rail itself. But the factory would clean off excess if it was used to glue the end cap to the rail. If this glob was meant to be there, I would think it would be covered with a peel-off waxy paper, so it does not stick to the plastic bag in which the part is contained (within the cardboard box). And it would not be a randomly shaped glob.

I think volvopartswebstore has just replaced it with the exact same one I sent back - the box has a pick label sticker with my name on it, BUT its covered with clear packing tape (holding the end flap shut. Appears to be like the way I re-sealed the package... except the plastic bag holding the part is not melted thru/torn on the globby end...
