Wiring harness doohicky in spare wheel space

I did search Google and YT for this before posting this.
On my 01 v70, in the trunk, right inside the spare place closest to the rear bumper, there is a wiring harness. Reason I'm questioning is because I've been trying to figure out if that is part of the wiring for hitch and also because I want to install a hitch. But the hitch wire install video doesn't involvo this harness at all. What is it for?

Volvo prewires alot of stuff. One thing I like about them. Could be for rear CD Player or for the navigation system. I've seen both of them in the junkyard. After 18 years (2001) someone might have moved it out of it's intended location.But it could be for the hitch...

Towing package pre-wiring. 99% sure of that, but man that 1% sure makes me doubt myself sometimes.

This is definitely factory wiring.

I need your guys help: I have a 2005 xc70, was getting ready to install the rear tow hitch and buy the proper harness, and was looking to be sure I bought the correct 'doohicky'-male/female receptacle, and low and behold, mine does not have a plug in, at least under the mid-section. Is there anywhere else they may have put it??? and is it possible they did not wire it for the tow hitch??

Its almost certainly there.
They tuck the harness under the tailgate trim.
Pull the spare wheel out and reach under the lip of the trim.
I spent 2 hours soldering and splicing my own harness ...
only to have the factory plug fall out as I was tucking my wiring under the trim. duh.
