Around 14L/100 or 17mpg is woeful in my opinion but that's what I get in our auto 2002 XC70. On slow highway work it can get 24mpg. Both readings are on low octane fuel.
I have a Ssangyong diesel (Mercedes powered) people mover as a 2nd vehicle that gets 12L/100 and it weighs considerably more than our XC70 but I can't say it drives as nice as the Volvos we own.
I doubt that CD figure applies to the XC70 series with higher ground clearance and bubbled out mudguards.
