There is nothing else what can make whining sound at the rear except the fuel pump.

One reason I think it's not the fuel pump, is because the sound will actually switch sides. For example, if I turn the wheel left, the sound will come from the rear right. But if I turn the wheel right, the sound will come from the rear left.
And the sound only happens when the wheels are rolling. The moment I step on the brakes, even if while pressing the gas, the sound will go away. Very peculiar...

Bad (old) tyres?
You allready mentioned that you replaced hubs...all 4.
Did you took the car to allignment shop when you replaced tie rods?
Maybe allignment is out of spec.
The other thing which could make the problems you described are rear delta link bushings....which can change rear wheel's geometry while turning,braking or stepping on the gas pedal.
About fuel leak and EGR you mentioned....EGR have nothing to do with fuel leak.
EGR means Exhaust Gases Recirculation.
Without one bolt,you will have an exhaust gases leak.

I still need to get the wheels aligned but it's a pretty hefty price so I've been waiting out a little. Nevertheless the sound has been happening before then as well.
Rear Delta Link Bushings, huh? I'll take a look at mine, but the research that I'm currently doing shows that a failure to that piece would sound more like a clunk. I'm getting more of a screechy-whiney sound...
Okay so technically the code says that the car is running rich, and I'm assuming that it's because of the fact that I only used 1 screw and left a bit of an air leak there. That's what my gut feeling is, however it could be another vacuum leak or something that I'm just unaware of.

Moving allignment job aside will tear down and ruin your new tyres pretty soon.
Nothing else than mentioned comes to my mind about that whining sound you have.

Those S/V70 T5 Perfo wheels are so sweet. I did just the opposite of you. On my 2000 V70, I put 850 turbo Columba wheels with the rare mirrored right side pair. Good work keeping your car rolling.

ugh but $80+ for a one-time alignment? That's steep for a broke kid like me.
As per my records (circa 2015), the car hasn't had a timing belt change in some time. (i.e.: I don't have records of a "previous" timing belt change. As of right now, my brakes started getting randomly soggy as I was driving, so the list goes:
- Brake Hose Replacement (I have them, just can't install them myself...)
- Front Rotor and Pads replacement
- Timing Belt
- Alignment....soon

If you had access to a lift, your life would change. I use one at a Makerspace near me. See if you have a Makerspace with a lift in your area. You can do so much more on your car than with a simple floor jack.
