Whine noise sound 30 40 mph XC60

Hello,
Have a 2015 XC60 27k that is making weird rubbing,scraping or whining sound.
Sound is subtle when driving cold and starts at 40 to 45 mph, then as it warms up sound grows louder and at moves more to the range of 32-40mph.
It does sound little like a wheel bearing but, does it under braking, turning, coasting, nuetral, and even with engine turned off. Tires are new. There is no noise at twice the speed either.

The sound doesn't change while turning and is what has me guessing at this.

Wife got it into Volvo twice saying it was PVC valve and "fixed" it under warranty. Not fixed though. Don't even see how it could be something like that. I have a feeling they drive it cold after and it seams fixed. I'm going to bring it in again with my notes and want to know if there are any known issues to look for?
