Key stuck in ignition can't turn off engine

Hi - A few weeks ago my friend who has worked on all my 240's through the years had my 1991 240 to fix the windshield wiper motor. When he went to drive the car he couldn't turn the ignition key off and the car was stuck running. He kept the car and on his advice, I ordered a used ignition lock that came with door locks and keys, and he put those in. When I picked up the car it started fine, so I drove it home - same issue. I had to pull the wire off the ignition switch and disconnect the battery. I suspect the issue is due to something else (shifter?) and would appreciate any advice.

P.S. When I picked the car up, I realized while backing up that pulling the steering wheel toward me at all would cause the horn to honk. Don't know if this could be related but ...

The whole Column Lock (#2) or just the Lock Cylinder (#5)?

Disconnect the Interlock Cable form the Column Lock and try moving the piece the cable is hook to and remove the key.

SOLVED - Well it turned out that the $39 ignition switch that I had ordered from IPD was faulty. Bought one from autozone for $177 and everything is working fine now. Thanks for the suggestion RickHaleParker.
