That limited use is also part of the problem as not using it allows it to seize through lack of use. Not necessarily just the cable but the mechanism, which in turn strains the cable and breaks the seal and sheath just forward of the rear wheels allowing moisture in.

Driver's side works perfectly,cable sheath have no cracks.
The main problem with passenger's side is that cable sheath is cracked in two usual spots and it seems that this is where the cable seized.
Expander have zero rust on it.
Driver's side is perfect.
I will report results.
