This can still be the diaphragm split on the vent cover. The diaphragm rides at different heights with different flow through the regulator. It can also be normal. Some of these will honk or kazoo noise if you pump brake pedal. The vacuum pump discharge when it has any flow from brake booster, its only connection, is into engine inside. The engine will go to a slight negative pressure (vacuum) when all is working right. any opening on engine will affect that and increase regulator flow. I am pretty sure the engineers didn't concern themselves with noise if the dipstick was out with engine running no more than a gas cooking stove engineer worries about how hot a burner is if you decide to hold your hand close over the burner. If there is no oil consumption increase recently then I would go with normal noise when the disptick is removed while running. If you watch short term fuel trim on that car and remove disptick you will see a significant change and then long term fuel trim will change as ECM makes adaptive adjustments. It can turn on CEL as the adj % can exceed the trigger threshold for the code to set. They assumed a sealed crankcase. The regulator diaphragm ruptured honking is often not at regulator but is the sound from suction of air going past those formed in place oil seal lips for alternator and serpentine belt drive shafts where they come out of READ gear case.

PS: It's definitely a honking coming right from that cap over the diaphragm you can even feel it vibrating. If it's making a honking sound, isn't it likely ripped?

Mike,

To remove the cap you will need a heat gun and some patience.

I tried to remove mine cold and it cracked.

If you remove the cap successfully then let us know the procedure.

If you want the whole assembly a Land Rover Dealer in Tampa offers free shipping over $99 (I've bought from them)

Definitely looks easier on the S80 than the T6 I have, doing that one was a bear. Ordered the part will let you know how it goes. Do confess to wanting to pull the cover just to clean things up and inspect but it's freezing out. ;)

Yeah, no joy on this. Given it's age (2007) and that I'm pretty sure it's the original part, heat wasn't a factor in getting it off cleanly. Was stuck on tight and I hit it with WD-40 in the holes, which helped. When it popped loose the whole thing shattered shattered (shah doo bee...). I think for a car this old it's not worth dicking around with because even if you get it off nicely, it might crack when you re-install. Oh well. Car won this round, will have to buy a whole PCV cover, thanks for the part #.
