Windsheild bond TSB?

I just got a new to me 2011 c30.
Was putting E-ZPass on and pushed onto windshield.
Saw it move outward, has anyone seen this. Scares me.

Is there a TSB for this issue?

I created one, seems like dealers fixed them under warranty. So now years later car is old, nobody noticed problem so even though it was mfg defect .
I am trying to get dealer to fix it
