I am in the process of repairing the throttle.
Over a year ago, I replaced the sensor with a halotron one because of the ECM-91B7 error.
After the exchange it was great for a long time. Until the day before yesterday, when the error reappeared and the car started very hard in the cold engine.
I decided to take out and clean the throttle.
After cleaning, I caught that the flap stuck a little ... I made a movie:

After cleaning it is a little better but still stutters. Is it normal? Can it be repaired somehow besides cleaning or WD-40?

Hmm. Those units are not reliable, that much I know. And since no one has given you advice in a while, i'd say order a new/used one if you can. Otherwise, you could try and clear the memory and have the car re-learn the idle parameters if you want to re-install to see what happens.
Christ sake don't use WD-40, there's throttle body cleaner for a reason, and try not to get it inside the unit through the flap.

What is the maker of the Throttle Body and mileage on the engine. Also what color is the sticker and does it have a build date?
If the throttle body is suffering from connectivity problems due to the ribbons failing - you can try a contact less conversion.
I did this on my 2001 XC70 with great success.
If you have VIDA or access to VIDA it has a robust test for the throttle body - it will be pretty determinative.
I hope we are talking the same part.

I have vida from aliexpress and know those things. I have replace TPS sensor to contactless sensor obe tear ago and was good till now.
I have ECM- 91B7 fault and very hard to start the engine.
Spark plugs are new , rest is ok. I was thinking that could be a faulty throttle possition...
Afer i clean this throttle and put to the car today i have the same problem with starting and with this faulty code...
