The VVT solenoid is a $150.00 part and only take 15 minutes to change. The one you have may only need cleaning not replaced.
"fuel to air ratio sensor" he got to be talking a O2 sensor. Ignore that for now. There are so many things that can trip a O2 code.
$1200 for a O2 sensor and VVT solenoid ... Big red flag. Sounds like the guys have been helping you behind the General Manager's back all along. The GM is a prick. The guys are honest or they really like you.
As for the dim lights. That indicates low voltage. That could be something on the B+ line. The first thing I would do is clean the battery terminals and have the battery bench checked.
I strongly suggest you let us find a member who can take a look at it for you. You are carrying enough weight as it is.

Thank you all so much, nice to know people actually care! Shop just called me & I asked the GM why he would want my car & he said just for himself to drive. I then spoke with mechanic & asked him about it & he told me the GM was going to buy it for his own personal use drive back & forth to work car & wasn’t going to do repairs they quoted me. I asked him why should I have these repairs done & he said because he knows how I like things on my car to be running properly, the solenoid which is a cam shaft problem would be important to fix in order to not have further problems. He told me the engine code he pulled was P0640 A, the part $378.92, labor $88, Diagnostic fee $115, - a $50 coupon totaling $564.13. So this is not including fixing the fuel to air ratio problem. He also told me that this would not fix my stereo & dimming dashboard light as he couldn’t find what was causing that problem. So any thoughts now that I have more info to provide would be very appreciated.

I'm sorry, it's not the moment but I can't stress enough, we need a law to stop garages from dishonest practices. If you go on local.google.com and search the reviews for that place you may be surprised. They appear to be the typical deceiving garage that plays with customer lack of knowledge and fears. I'm saying a well known thing, being a GM or Volvo or Mercedes dealer, doesn't mean they are 100% honest. In fact, many are straight thieves.
Have the battery and alternator tested for now and let us know what are the numbers, don't replace anything, just let us now beforehand

You can get the Battery and Alternator tested at Autozone for free. I think it is the same at O'relly.
