98 s70 turbo T5.
Purchased $400 owner didn't want to fix water pump, timing belt, plugs etc. Drove car 20 miles. Changed pump, belt, plugs, wires and ignition coil. 2 &3x checked timing using marks and to be double sure a camshaft alignment tool. Everything checks out. Go to start cart car starter engaged pulleys turning belts turning but I'll be damned it it seems the engine itself is not turning over! Check video. 2 wks I got nothing. Any clues what's going on here. Checked relays, ignition, fuel. Nothing.

You checked relays, ignition, fuel, but what did those checks come up with? Is the engine getting fuel? I'm not familiar with the ignition system of the turbocharged T5 engines, but what did you check and what are your results? Is the battery in good condition? Are you sure that the ignition components are in a good condition? Did you check the wiring in the ignition circuit? Could it be an immobiliser issue? In what condition are the spark plugs? Did you do a compression test? I know it's a groaner, but are you certain that the timing marks are correct? Just the first things that come to mind when seeing the video you posted.

Appreciate your quick response Ocelot. Ignition components are all new including plugs. Battery fully charged even switched out at one point. Fuel supply and pressure good. Check relays for continuity, resistance and power load test found one bad one. Replaced it. As far as timing marks I redid that sucker three times by factory manual, I was certain I must have made a mistake but it's spot on right where it should be. First Volvo I've had and I've been excited about getting it running but this issue it's got me uncertain what to do next but it's actually kind of a challenge now.. I was unfamiliar with immobilizer issue. I also hadn't done a compression test. I'll do that next. I just researched a little and this immobilizer looks promising. I have one key and it has given me problems in the column and the key fob and alarm I have doesn't work. It could maybe be a key or security system issue. I hadn't considered that. I'll give that a go. I so appreciate you giving me some fresh eyes sir. The worst is when you have no idea what you're missing. I'll post results.

So I've shown this clip to a buddy of mine, he's a decent mechanic and helps me out a lot. He says: either the throttle is al the way down when youre friend cranks the engine, or the timing is off. Theres just no compression.

No compression. Google "lawn mower syndrome" on this site. And be sure about the timing (sounds like you are).

I've been following through on the tips I've gotten so far I've got some eliminated. I've decided to check the fuel system. Even though I had fuel at the Schrader valve spew out when I pressed it before I was working by myself so couldn't press it while cranking. I pulled the plugs and despite all that cranking I was surprised to see no fuel on the plugs which there should have been correct? I was surprised because I could hear the pump initialize when I turn the key And that would certainly explain the lack of compression. I'm going to check the fuel system relay and fuel pump today. I saw a video last night about lawnmower syndrome but I'll check the fuel system first. Wish me luck.

Not sure what video you looked at but to be clear, LMS is not just flooding but the same treatments will usually fix it. See posts by jimmy57 e.g. viewtopic.php?t=61868.
Low or intermittent fuel supply doesn't lead to zero compression, and no matter what you need to address the low compression issue. It's not the fuel system.
