I actually never solved it, ended up selling the car with the code. Buyer didn't seem to care.

I'm pretty sure the solenoids I installed were all bad though... weird, but possible I guess. I ended up redoing all the wiring from the ECU to the solenoid and that made no difference. This car was a real mess, between incompetent "mechanics" working on it and general neglect over the years.

If you encounter this again. Clean the oil galleries between the solenoid and the VVT. Like all galleries they can clog up and alter the pressure.

I flushed it out with brake cleaner, but it didn't seem to make any difference.
