Low speed radiator fan not turning on

Noticed the A/C going warm-cold-warm etc in stop and go traffic and decided to check the low speed fan operation. It wasn't cycling on at all. So I troubleshooted by disconnecting the radiator fan harness from the 2-speed relay and supplying power to the high speed (red) wire. The fan spun up. Then to the low speed wire (green) and got nothing. Just want to confirm that the test was done correctly and that my fan or likely the low speed resistor is bad. If it is the resistor, can this part be replaced or does it require a whole new fan?

I still have not fixed this issue and with summer approaching this is becoming a problem again. Can someone advise how to check and/or replace the low speed fan resistor? I know I could pick up a salvage fan or buy a new one but the fan motor itself seems perfectly fine. It's just the low speed circuit that isn't working.

I’ve got a 1999 out on the bench and can test it , if that helps
