headlight adjustment (making the headlights go up) s70 NA

98 s70 NA

So I noticed that my headlights are pointed downward.
The bubble in the leveler is not at zero where is should be.
How do I adjust?

On top of the headlamp it just says left/right.
I think it is the white gear looking thing behind the top, but its kind of tight to turn by hand and I didn't want to break it if thats not it.

I looked on google and did a search on the site and I didn't see how to adjust the headlamps. its also not in the owners manual. manual says see dealer.
If you know how or Im looking at the right thing, let me know please. pics would be great too.

I used the google MVS search at the top. that didnt find it.
later found the other search and I found it.
Didnt try it yet though.

if you look behind the headlights inside the engine compartment you will see a black peg with gears on it. You can fit an allen wrench into it. Turn the gear and notice the bubble move.
