Cooling Fan Problems 2010 XC60

Starting in 2017, my wife's 2010 XC60 had the issue where the radiator fans would not shut off. New control module fixed that problem...But now, even with a new control module off of EBAY(tried a few), I have found that if the AC is running the fans will click on and function. If the AC is off they will not turn on at any all. What could be causing this?
