Fuel door and tailgate release 2015 v60 cc

Neither the fuel door release button nor the tailgate latch button function on the dashboard. I bench tested the fuel door latch motor and it appears to be working correctly but I don't detect any voltage on the wires coming to the motor when the button is pressed. The fuse for the fuel door was blown, replacing it did not change anything. I'm wondering if anyone has any thoughts on how to continue my quest. Thanks!
