The white and blue injectors are basically the same, no need to swap them in this application.
If you're going to use the 18T and you're AWD you'll probably want a '97 V70R AWD ECU (last 3 digits of -455).

You can keep the turbine wheel and lil rusty middle nugget from the 16T. But you'll have to source a compressor wheel and cover for the 18T and those are not easy to find on their own. If you can find an 18T at all, it'll probably be a complete unit. By the time you buy a rebuild kit and get the thing balanced it'll probably cost as much as buying a used turbo. (Source: experience. I built my 16T into a 19T for probably like $500 total, with parts from ARD and a rebuild from a local turbo shop. The day I picked it up from the shop, I saw a freshly built and balanced OEM 19T on eBay for $400.)

but if you are meaning to put this motor in an 850 (?) then you can upgrade the turbo to 18 or 19, need to match the flange design, straight versus angled. Look at using an ECU tuned for your application. Bigger turbo and injectors, just a flash to the ECU. You can use one from a similar year HPT 850, or maybe a 98 *70 HPT. Depends on your AC control etc. Or perhaps a canned tune like ARD Green or Blue depending on your mods and what is available (Viva, IPD, EBay) What year and motor is the 850 you are looking at?

Continue to check on the ECU, seems to me all US 98 Rs had 16Ts on them, went up to 18T for 99 and 19T for 00. 98 Manual Rs got the 18T but that was not over here. But I don't have an R so I can't tell you for sure.

i wanted the t4 for that reason but im guessing T4 just signifies it as having the 18t. because the t3 has a 16t which is step down from 18t. thats how i come to that conclusion. someone told me the 2.3s are all pretty much the same besides the turbo.

All the 2.3 turbo engines 94-98 are the same, don't sweat the numbers at all. For a given year the R designation engine is *exactly* the same as the T5 engine. The turbo is not part of the engine it is a bolt-on accessory. Lots of options for the bolt-ons but the engines are the same and completely interchangeable.
If you're going to go to the trouble of getting a tune, I'd get an LPT engine 95-98 for simplicity. If you want to hassle with modifications the 2.3 RN engines (99+) are probably a better option. Then choose (and/or rebuild) your turbo, then get the appropriate injectors and tune to match. Presumably you're not messing with the exhaust but if you are that factors into the tune.
If you're using an off-the-shelf ECU then pick your ECU first, then get an engine-injectors-turbo that match.
