I'm wondering if the filter on the windshield washer is clogged, the spray is not as powerful as it should be.
Where are the filters located?
I'm seeing leakage from the hood -- how do I remove the hood insulation, just twist the oblong rubbery connectors 90 degrees?

Yes, they either just twist and pull out, or squeeze and pullout (there are two types if I recall correctly). Its likely a T-piece failure rather a filter if you're seeing leaks under the insulation.
The filter for the front is located just infront of the pumps, it looks like a smaller old-school fuel filter.

So to get to the pump - you say plural, are there two pumps? -- Probably need to remove the whatzits - the plastic piece - cowling? I do that once in a while to get the organic sludge out. Or are the pumps on the firewall? I've never looked for them.

The connector end of the nozzle itself is broken. So I need a new spay nozzle. Anyone got a part number or the official name of that part?

When I replaced the nozzle on my 2000 V70 I was advised by the dealer mechanics to use the P2 Volvo version as it gives better windshield spray coverage.

IDPA also says that 1998 cars might have the Old or New style, so one would want to match the style. Doesn't say if the hole will accomodate any style nozzle.

So in 2020 I replaced the nozzle.
Now in 2022, the front spray is weak, does not reach the windshield. So probably a clogged filter.
One response in this thread says its like a small gas filter, located "in front of the pumps" which are said to be in the tank.
So exactly what do I need to do to get to it to clean it (can it be cleaned? is it just metal mesh?) or replace the filter?
Going out now to start on the loose wiper arm problem...
