I've had keys cut by local locksmiths, and all have worked just fine. Problems occur if you have an immobiliser, as the key then has to be coded to that. This is a much more specialist (and expensive) process, so whilst I can find a locksmith on almost every other corner I've yet to find someone that can code the key. Well, short of the dealer that is, who wants £200 to code it.

Code it? What do you mean? Program it? On my 1998 XC (last year having chipless keys) all that's needed is to get the keys cut. Europe got chipped keys a few years before us, and in the UK, Volvo came with kippers and chipped keys, fish and chips

Oh, thats my bad! I didn't realise the US didn't get chipped keys until 1999, I made the mistake of presuming it was rolled out at the same time worldwide. Free breakfast and dinner with all new purchases, delicious.

The chip came around 1999 or 2000.
So for 850 and 1998 S70 etc. the key w/o chip is about $6.
Just supply the Volvo dealer with VIN and your registration proof, they will make it and ship it to you (or you pick it up).
