2002 V70 T5 Wagon New Fuel Pump
New fuel pump and now have fuel pressure at the fuel rail. With the rear seats not reinstalled will this cause the engine not to run? Because it did with either before the new fuel pump. Thinking it might be some safety issue because rear seats are not connected.

You just need to leave out the right upper section. Don't think it's a problem

Just don't understand why before installing new fuel pump the engine would run briefly with starting either and now with new pump and pressure at the fuel rail and using starting either the engine will not run?

What's your battery voltage reading? It doesn't take long to run the battery down, especially if you've been trying to start it over and over again. Every time the key goes into the II position, it turns on all of the computers in the car, plus primes the fuel pump, turns the drl on, among other things. It could be as simple as the battery needing put on a charger until fully charged, or replaced if it's bad.
Could also be something else, but I would check the battery first. If you have a voltmeter, and an extra set of hands, you can check the voltage while trying to start the engine. That'll tell you if it's related to the battery. If possible, post voltage reading before putting the key in the ignition, and the reading the voltmeter shows while cranking.

Don't use the starter fluid anymore (ether), that's mostly for carburators and not really a good thing to use on fuel injected vehicles.
Are you getting spark at the plugs? Any fuses blown, or removed, anywhere? It sounds like an electrical issue to me, since you said it has fuel pressure at the rail.
Maybe a problem with the immobilizer? Anyone know more about the immobilizer lockout, and how to fix it, assuming that's the problem?
Do you have VIDA/DiCE to check for any codes? That would help narrow things down a lot.

Also, when you pull the cover to check for spark, make sure the coil pack grounds are tight, and check the timing belt and make sure it isn't broken. Although, if the belt is broken you would hear the piston hitting the valves. Any strange noises coming from the engine when you were trying to start it?

No strange noise. Can you recommend a good but inexpensive diagnostic code reader for T5 2.3L manual transmission?
