does the temp gauge in the dash never move ?
pretty sure it takes longer than a minute to start moving.
if it never moves I'd check the fuse first, then the harness.

No, the gauge never moves.
Starting and letting the car run for a few seconds and turning off starts the fan to continue to run and stop latter.
All the lights in the instrument panel works, including the Check Engine light.
The temp gauge does not have it's own fuse to check, or does it?

its all pointing back to the temp sensor you replaced, did you check voltage at the plug?
it should drop as engine warms up. see if you can backprobe the plug.

Yesterday, (9/26/20) I posted the voltage from the new temp sensor. Was that what you mean? I did not start our run the engine before taking the voltage.

What is "backprobe" and how is that done?

If the thermostat is not opening, shouldn't that (the large air pocket) in the upper hose cause the car to overheat? The whole upper hose seem to be empty.

Seems I have two issues, with new thermostat and CTS:
1. No coolant in the upper hose.
2. Temperature gauge smack down, does not move.

Did you use an OEM thermostat and sensor?

Aftermarkets have a high Failure rate Out of box (OBQ in QC-speak)

You need to read the volts as the engine warms up to see the sensor changing resistance.
Sounds like you just read the feed voltage.
they sell probes or you can make them from paper clips and insulation tape to prevent them touching.
