14 psi for fuel pressure at injectors?

Its a 2000 v70xc, car cut out and died a month back while idling in a parking lot after about an hour drive. Checked the Schrader valve at the injectors and they were bone dry. Came home replaced the fuel relay, pump/sending unit, and filter. This got me fuel to injectors but not anything remotely enough. Replaced the fpr and now I'm up to 14psi but should be at 60. The car starts off the tiniest bit of ether and will sit at idle just fine once started but doesn't have enough fuel getting to it to actually drive. Any ideas on what it could be? I plan on checking the vacuum line pressure (cant find this spec anywhere) by the fpr (mounted towards back passenger side of tank) to see if that might be part of the issue but at this point I'm basically lost so any guidance would be appreciated.

You replaced the whole fuel pump assembly with new or a used? The other thing that comes to mind is checking the voltage by measuring between the ground and power supply wires back at the tank connector.

Was a brand new pump/sending unit with the wiring harness. Seeing as I didn't drop the tank to do this I spliced the new wiring harness into the existing. Just 2 wires (red and white) for the fuel gauge, and 2 black ones for the pump. Another question i have is, Would the draw from the vacuum line negatively effect fuel pressure? (Or would a leaking line/less pressure in the vacuum tube cause it to run at a higher fuel pressure because it's not letting as much flow back to the tank)

I'm having a hard time remembering who i ordered the pump/sending unit from though, I'll look in my order history and update in a bit, I know the box was dark blue and the company name started with Sweden and they had there logo tiny all over the box. (Sorry for not having more info on the pump readily available, will fix shortly)
