Have you opened up PEM and had a look inside ?
I did not, but I replaced the PEM with one from 2011 Volvo C30 124k, these are mounted inside below the rear seat. Also on our 2006 xc70, these are mounted inside the trunk. Both look like new.

In the XC90 forum there are some links I found to PEM waveform troubleshooting , user shockwave and I used these to sort out a fuel delivery problem a few years back.

Gauge shows 300 kpa & Vida shows 400kpa while idling.
The FPS has been replaced at 175k. Which one is correct?
Vida did not detect any codes.
I think it is due to Vida measurements is absolute pressure and the gauge measures relative pressure. This explains the difference of 100kpa/1bar.

Did some further investigation into the starting difficulties.
I did a dry compression test on a warm engine. Compression numbers where 165,160, 167,170,165psi 👍
Looks healthy to me @194k.
Checked the spark plug gaps, the where between 0.75-0.8mm. The color of the spark plug looks oké too.
Top of the cilinders have some carbon build up, cilinder one has a shiny spot on the carbon buildup. It’s not gas. Left the spark plug out for 24hours with out a change in color.
Left the fuel gauge connected for 24 hours and still showing 46psi/320kpa.
Next I will be doing the fuel pump test in Vida. And have new antenna ring on order.

I think our Volvo died today @193k after a round trip to Sacramento to the pick n pull.
When we where close to home it started to run very rough/ running on 4 cilinders. Check engine light did not come on. Arrived home and checked the codes with an iCarsoft code reader and retrieved misfire codes and a damaged catalytic converter. Live data showed the rear oxygen sensor 0 Volt and the tailpipe black from smooth. It has oil and coolant
I had to return a car dolly and it continues to run on 4 cilinders but made it home..

I need to think what to do with the car, it has many new parts and a very nice interior. Just replaced the front struts last Friday.☹️

Which cylinder is dead? Move coil pack from a working cylinder and see if the misfire moves. I consider coil packs a 100k maintenance item, although many will run 'til failure.

Ignore that damaged cat message.

I still don't like that you don't have spec fuel
Pressure

Thanks much for your response.
For clarification the last picture of the fuel gauge was after the car was turned off for 24 hours and still holding pressure.
I did run the fuelpump test in Vida and the pump was able to follow the whole curve.
