The stock gauge isn't really the most accurate thing in the world... it's more of a rough guide than a real measurement tool. That said, from my personal experience and with no other basis than my own observations, I'd say that the far end of the white is about 1 bar. So somewhere around 14 psi. So in essence, yes, but depending on your mods, it doesn't have to be a bad thing. Overboosting is not good, but a correct boost curve and fuelling controlled by the ECU is exactly what we're all hunting for, after all.
