If you have not replaced the flex line (hose), you might try this on the one corner. Sometimes the hose liner will fail and act as a check valve. Easy and cheap to try. After 20 years, if they have never been replaced, it would be good to replace them anyway.
Did you get clean fluid after you flushed all lines?

I was confused by your brake line vs. brake hose reference also.
Your system is getting stuck and acting as a check valve.
Master Cylinder - if the piston doesn't make it back past the port for the reservoir then it will act as a check valve
Test: lock up the brake and tap the master cylinder with a hammer if this causes the reservoir to fill then replace the master cylinder
ABS pump: I haven't taken one apart but inherently by its function it can isolate the brakes
Test #1: lock up the brake and disconnect the input brake line (for the side with the problem) Does it spray brake fluid?
Test #2: lock up the brake and disconnect the output line (for the brake with the problem) Does it spray fluid?
---> Test #1 very little fluid Test #2 sprays fluid - ABS is acting as a check valve
---> Test #1 sprays fluid Test #2 sprays fluid - ABS is working normally (replace master cylinder)
---> Test #1 sprays fluid Test #2 very little fluid - Testing is inconclusive, repeat tests

UPDATE---
The return line piston in the abs block is not functioning. Took it to a shop to have them hook up their scanner and run through the abs functions.
Anyone have access to a S/V70 parts car?
I am looking for the abs pump. For whatever reason, the pump in this car seems really hard to find. Doesnt exist in the aftermarket and a new Volvo unit is almost $2000. It is part #9496439. The car is a `99 T5 5spd. I am thinking that being a 5spd maybe makes it different then the autos?
The two on ebay aren't worth trying. Both have visible rust around the motor cap. I can only imagine what the inside of the block and pump look like. That is my main concern in general. Finding one that is in good condition, given it will be coming off of a 20 plus year old car.
Has anyone here ever pulled the caps off of the pistons on the abs block? I have read that on some other brands of cars the caps pop of kind of like a wheel bearing cap.
I am going to pull the pump off and see if I can remove the caps. I am also going to soak it in some parts cleaner and see if I can get it to free up.

That wheel brake line is the closest to the firewall and really difficult to get a wrench on. So I wasn't able to check if I could release the pressure. It was easier to spend $100 and have someone give me an answer.

Abs module at Harry’s is $50 +25 = $75, more in line with reality.

That is just crazy, I new you were supposed to get a sever winter storm , but I never imagined that!! We sure could use that snow out here in CO. I really appreciate all the help and the offer for a pump. Just let me know whenever you get a chance to dig it out. Looks like maybe early January, haha
