AIR vents spitting sticky foam fix

Not sure if this is a hot climate issue or vehicle age but if your vents are spitting out sticky pieces of foam and you have to turn the fan to full speed to get any air....it seems to be common on google with european cars, if you remove your radio and top speaker grille you can re-foam (weather seal foam) three sides but the side with the steering wheel cannot be accessed on RHD vehicles. To avoid removal of the whole dashboard and after careful planning (structural effects) i decided to cut out an access (see pic) this is only for the cabin vents, the important screen vent can only be done with dashboard removal.
