went for a test drive today and the shimmy is still there.

I guess you can rule out the wheels now.

Road Force Balance is next as you said there are excessive weights on 3 wheels. However, you can give the suspension a good shake down first and repair to eliminate anything obvious so you don't waste money for tire balancing if indeed they are okay.

Finally fixed it, all four wheels were out of balance.
