Parking Break Service Required Message after New Brake Pads and Rotors

I posted this in another section of the forum but it was the wrong place so I am re-posting here. I apologize for the redundancy.

I had new pads and rotors installed on my 2012 Volvo S60 and the message "parking brake service required" popped up. The technician was not able to clear the message because the OBD2 port is "unreadable."

I had him check all the fuses and none appear to be blown (The cigarette lighter is working).

Can anyone advise on my next trouble shooting steps?

The parking break is working correctly.
