On my v70 i got from a former dog owner has had a terrible smell from the back since I got it and its coming from the that black pad circled. Is it any harm in ripping it out and throwing it away? is it even needed?

Sound dampening material. Lot of work to remove it in one piece so if you don't mind the extra road noise, just pull and tear it off. You may grab some aftermarket material and just lay it under the seat bench

To remove the smell, try baking soda and/or ozone generator (search google for source).
