Maybe you need to try tapping it in a little bit before prying it out to break the rust bond, kind of like tightening a bolt a little when you can't loosen it.
I've done this axle job a few times, including extracting my original ones with 250000 kms and didn't have much trouble. The method I would suggest is prying it from the bottom in two places about 30 degrees apart at the same time, putting alternate pressure on the two prying devices. Then rotate the axle 30 or 45 degrees and try the same technique again. Keep doing this until you find the "sweet spot" and it pops loose. It's really more about getting the pressure in the right spot when the clip is in the right spot, rather than the amount of force put on it. I really found that having two prying devices at the same time and alternating force on each makes all the difference.

Would half-shaft be considered defeat??
I have gotten in the habit of just leaving the inner cup in the transmission and replacing the rest. I haven't come across a worn one in the few that I have done. I guess I am just a defeatist:)

Great news. Every day I took a shot at it with no success with a different combo of tools. Today I hit it with the wood split - no go. Then a newly located rusty chisel that I found in my garage had not tried before and one shot - it popped out.
Conclusion. Constant daily PB Blaster probably did not hurt and could have only helped. I tried changing its position, Pushing it in and out, Pressure from 2 sides... etc... In the end... I can only cite luck as the reason it popped out today. It was really weird. My advice to anyone in the same jam ... don't give up, take breaks, and pray to the Volvo gods as there was no good reason it did not pop out anytime sooner and there was nothing special about the new chisel I used. Just the stars aligned today

Now I remember the reason PB Blaster cannot penetrate inside: bc an O-ring is in the trans cup side.
Below is a photo from a 2005 XC90, but same idea for the S60, V70 P2 cars.
Look carefully inside the trans cup side, you will see the BLACK O-ring, located roughly about 1cm from the outside world...
