I seem to recall there being a different belt, as well. However, my memory is fuzzy on that part. I think the PN for this routing is 9186352.
I know my '97 T5 still had the original routing on it when I bought it.

Take the time now to replace those hose clamps on the turbo cooling return line with oetikers. Those will be Hades to fix when they loosen up,

+1 on the clamps, and our friend Robert says that is an excellent spot to use a Volvo hose. A few years back when I had to wrestle with that issue I bought Blue Box, but used a constant tension style clamp, since I didn't have the Oetiker stuff yet.

How much pressure does that line normally carry?

Not a whole lot, the cooling system holds at around 22 PSI/150 kpa.

Sounds like some 1/4" zip ties would do the job. If I really horsed them down.

The point Abscate was trying to make is that hose is very hard to access once the motor is in the car. Ask us how we know this.
Robert DIY has mentioned more than once he only uses a Blue Box hose in that position for the same reason. If you have to do any serious manipulation of the hose, or the clamps, it can put a lot of strain on the tubing itself, which can lead to more serious issues.
As mentioned above, it gets full system pressure.
I personally would not use zip ties on anything in the coolant system.

Either some good worm gear clamps (ABA, AWAB, etc.) or Oetiker clamps are the best option. As for the hose, blue box is cheap, and silicone is another safe option.

Heat and age will cause zip ties to fail. Sure they will hold pressure for awhile, but then you have to get in there to replace. Mean while they may have dump your coolant and killed your engine.
