There was a modification to the PS reservoir because of so many failures of the return line device. In the original the return delivers the fluid at or about the max fluid fill level but the internal device takes it to the bottom of the tank, thus limiting cavitation - mixing air with the fluid. If the later is happening, it causes the pump to groan and of course the hydraulic assistance is much reduced. A new reservoir, preferably the modified version is a complete fix (after self bleeding system with pentosin CHF S11 - £12 on Amazon in UK). I found my original OEM pump worked perfectly fine (though I did replace it for new just to be sure) after 170k miles.
You can check the reservoir by removing fluid with a turkey baster and then inserting a finger into the tank the broken device can be felt loose in the bottom.

Do you have an picture of that one.. mine goes in and out at the bottom of the bottle..

Lower ball joint was my problem...
