I know it’s my fault for not using an OEM part. Put a Volvo PEM in today 40F outside started and ran fine. Weather forecast tomorrow is -15F windchill. Fingers crossed it starts.

Started -5F this morning! I believe the issue has finally been resolved. Dorman PEM was the issue, replaced with genuine Volvo PEM and started right up. I guess I learned my lesson to buy OEM Volvo.

You helped me. Thanks. My six-month-old Dorman PEM also did not work below freezing. After I saw your posts I kept the Dorman PEM inside overnight and in the morning my V70 started right up. I installed a used Volvo PEM today and the problem is resolved. Were you able to get a refund for the Dorman PEM? I too spent time and money on other things in the belief that the problem could not be with the new PEM because it was new.

Ya I was able to get a refund from dorman because it was a Amazon purchase and was under warranty. I made this thread in hope that it saves other people. I called dorman and made a complaint they apparently “noted”. You should call dorman also and explain your issue.
