I had the same problem with after I changed the batteries for my 2017 XC90 key fobs. I tried different batteries, took it to dealership to get it checked.
They mentioned that it must be remote sensor that need to be diagnosed and they will charge me 250 to diagnose the problem. Other dealer changed the battery and as it didn't work, they said I will need new key fob, which will cost me 500 including programming.
I didnt want to throw away that kinda money. I came home and looked at the key fob battery compartment carefully and noticed that two tiny steel prongs are supposed to be straight in order for them to be in contact with positive side of the battery. I used a tiny screwdriver to make them straight and wallah both of my key fobs start to work back again.
BTW, you can see those two prongs clearly standing in the side of the battery in volvo's official battery changing video, but for some weird reason neither dealer was able to see this obvious design flaw.

Same experience on our 2018 S60…..2017VolvoXC90 wrote: ↑18 Mar 2022, 00:33 I came home and looked at the key fob battery compartment carefully and noticed that two tiny steel prongs are supposed to be straight in order for them to be in contact with positive side of the battery.
Parking attendant lost my original fob.
His company paid for a new fob.
New fob acted quirky.
Dealer put new batteries in the fob.
Fob still acted up.
Dealer tweaked the battery contacts as they appeared “too flat”.
About 6-8 weeks since and still working fine.
