High beams not working.

High beams not working.

No matter what position the light switch is in, the high beams do not work. Thy do not work in the flash position (one forward with the stalk) or in the steady position. I see the blue high-beam light come on on the dash, and I can hear the relay clicking. At first they seemed to work intermittently, but now they are not working at all. If I move the stalk forwards and backwards a bunch of times, the high beams do seem to come on about 1/30 times. Once they are on, they do not turn off by themselves. I have also tested both bulbs with a multimeter, and they are fine.

How would I fix this?

Get a used stalk from junk yard ($10) or ebay ($25) and use it to test.
Common problem is in the stalk.
Easy job, once the upper cover is lifted up, only 2 Torx screws.

Would a broken stalk still make the high beam light on the dash light up?

Check the fuse? Does it get the voltage with the beams on?

Do I test voltage by taking the fuse out, and putting a multimeter where the fuse's pins were?

Yes. Unless the fuse has a metal contact on top, in that case you can test the voltage directly on the fuse.

In addition to the other suggestions which are probably more likely it still could be the relay despite it making a noise. Even though its clicking maybe its not making a good contact.
