2004 XC90 NO brake lights

If the 3rd brake light turns on with the brake pedal, then your brake switch is good. Could you tell us if there was anything that led to the brake lights not working? I ask in case the issue happens again.

Did you recently change the battery?
Did you notice any water in the rear areas?
Were bulbs recently changed or did you have LED bulbs installed?
Any rust in the bulb sockets?
Is it only brake lights or are the parking lights (tail lights), license plate light, and/or reverse lights also out?

Location of the relay please, I have a 2011 with only the center section up working (3 rd brake light ) is the relay under the hood? I looked at the small circuit board in the left rear corner ( the baggage area, trunk if you will ).
Sorry for the delay. I believe your operators manual has the diagram with the brake relay location. It is in the panel on the left side in the trunk. Worst case swap relays til it is fixed and you found the right one.

I had the Check Brake Lamp error on my 2003 XC-90. It started out intermittent but progressed to permanent failure. Third-eye brake lights works, but other two do not I accessed the REM (rear electronic module) behind the left cargo panel. Replaced the relay switch that feeds the brake lights. On my vehicle it was the middle one (blue one in photo). Note: the original relays were black. I used Volvo part 30765042, which is a newer (solid-state) version of the 2003/2204 switch. This resolved the issue.
