I own an S70 1999 Volvo. Intermittently, the lock button on the driver's-side door does not work. Specifically, sometimes when I press this button, all the door buttons will lock and then immediately unlock. I've confirmed that the doors are fully closed, so I don't think this is being caused by a partially open door.
Any suggestions on what may be causing this problem?

It is a failing actuator motor for the lock assembly. Fairly common issue at this age. Used one maybe best option as new are now crazy prices (around $350).

Spinlocks used to rebuild them. Its just the thermal fuse that usually goes bad and can be replaced. But looks like he is no longer in business.

I bought some of the motor end caps which has a thermal resistor and new motor brushes from AZGiant on Alibaba for about $2 each. I have yet to try then as they arrived after I did the copper wire repair replacing the thermal resistor.
To repair the motor and lube it (assuming that is the issue, but if I recall the problem you mention is not necessarily the motor and resistor but a broken mechanism), you can check Robert Spinner (rspi on MVS) YouTube video which shows you how to repair the motor if that is the issue.

system that won’t let you lock the doors if
the car senses a key in the ignition.
( In Sweden, lock yourself out of da car
at -40, and Sven is in for trouble, yah?)
If this is happening when the key is not in
the ignition, the sensor is probably sticking.
A quick, short shot of WD-40, followed by
inserting and removing the key a few times
may help.

Does this happen when you are in the car or the key is in the ignition? Maybe I am not understanding you correctly.
If the car has all the doors closed, you are outside and you lock the door with either the fob or the key in the driver's door lock, do any of the door lock buttons open randomly? If not, then there is nothing wrong with the actuators.
If you lock the doors while in the car and the key is in the ignition and the car is running do all the doors lock?
Volvo did try to stop idiots like me from trying to close the doors using the buttons when getting out the car to make sure I used a key to lock the doors or a fob to prevent me locking the keys in the car.

My mistake above. This feature only unlocks the Driver’s door.
NOTE: To help prevent accidentally locking the keys in the car, the central locking system is designed to unlock the driver's door immediately if the key is left in the ignition switch and the car is locked using the lock button on the door. A sound from the lock will be audible at this time.
Please note that this function will not unlock the doors if the engine is running.

Sounds like you have another issue here.
The only thing that jumps out at me is possibly
a problem with the lock/unlock switch itself?
Perhaps when you release it after locking,
it bounces into unlock?
