Oh my god!! These cars at times can be so complicated. I’m sick of The volvo 960. This car is so different from the 850 and any model without the stupid fiberglass rear leaf spring . I wonder if I disassemble just the side where the rotor won’t go on. Then pull out the cable from the suspension knuckle. At this point maybe the cable can maintain enough slack and reassemble the shoes so the pivot point is extended closest to the rotor.

Ok, I figured it out I had to disassemble the shoes on one side and pull really hard on the cable so that both sides were equal in cable slack. The cables on these cars rust pretty easily??

The Haynes manual usually has good DIY hints on this stuff. I don’t know the 960s well enough to guide, sorry

Did you ever get this resolved and if so how?
I have an 89 245 doing the same thing making me crazy, seems it should be a straight forward deal after I replaced the rear axle seal and am still using the same brake shoes.

These cars use the same style parking brake actuator as the 1998-9-00 AWD models, those actuators are no longer available by the way. You have to start by assuming previous owners adjusted the parking brake by turning the adjuster under the console, which is incorrect. Back the adjusters off at the wheel fully so the shoes are fully retracted.

Finally if you are buying shoes at rock bottom auto, eBay, crapna, etc you are likely buying incorrectly made parts which won’t work. I bought a box of Blue Volvo shoes from FCP and even Volvo had managed to put in three AWD shoes and one FWD shoe, and sealed the box.

You have the fancy independent rear suspension, the parking brake parts are actually very different if I remember correctly. I just did this job but it was for the solid rear axle
