Gentlemen;
I have tried to read some of the older threads here on whether or not my present part no. "36050564" for the throttle body is considered a "plug and play" or not. My P2 is a 2002 V70 (non-turbo). I have read that I will still need to re-program any replaced ETM and the dealer won't do that whether it is used or re-manufactured. Can I do this myself if necessary?

Not sure if you can. Doublebug might be able to do it.
Xemodex do a clone programming if I recall, but not cheap.
If you can find a good replacement ETM from a same year or possibly 01 from the same NA engine it should be plug and play. I am happy to be corrected on that, it is the case on 99-00 ETM's.
Neil.

Installed a new ETM on a 2007 XC70 three years back and no programming was needed.
After installing the ETM turn the key to position 2 first at least 2 minutes. The ECM needs to calibrate the replaced ETM. Try to listen for the ETM butterfly valve moving when you turn the key to POS2.

See the ETM Room forum below. You really want to find the late build contactless Volvo ETM tyst is about $150-200 on eBay. I’ve done three and not needed to program any of them

Thank you guys but can I just remove the present, existing ETM, which has not yet been determined to be bad without re-programming? I just want to clean the inside with some carbeurator cleaner and a brass wire brush and then re-install it.

You don’t need to reprogram after removal, correct. The cleaning method should be wetting paper towels with throttle body cleaner, then wiping out the residue. Wear nitrile gloves to keep that solvent out of your brain
