This is exactly the question - you need more information on what this means and what happened to it. Is it a local gas station mechanic who doesn't actually know what's wrong or doesn't want to bother? There are some pretty stupid prices for old Volvo's. But the market will always accommodate the most fooling buyer.
I mean, those are nice cars. But these 240's are at the point of being dinosaurs. Parts are getting quite hard to get, and even a lot of the independent shops are starting to shun them.
