As has been noted at some great length in a few other threads on MVS, mere Mortals dealing directly with the Insurance industry can be quite the challenge. In states where the public isn't allowed to bid on total-loss cars you would need a third-party proxy bidder.
SalvageBid is one, but with a shaky reputation. It is not clear where they are located.
